Stephen L. Sacks (MRICS)

As principal and founder Stephen is responsible for strategic planning and execution of all of SLS's projects. Stephen's primary focus is to ensure that clients are receiving the highest level of service while gaining maximum value from all components of the project life-cycle. With over 15 years of extensive experience as an owner’s representative, construction manager, and general contractor Stephen has led project teams that have implemented over $5B of construction work in place.

Stephen will work closely with Owners and represent their best interest when engaging in all matters concerning Development Partners, Architects, Engineers, General Contractors, Sub-Contractors, Vendors and Suppliers. Stephen oversees all aspects of the project from inception to completion and has extensive experience with site selection, feasibility studies, strategic planning, procurement, cost estimating, quantity surveying, value engineering, design management, contract negotiation, project management, project controls, change management, OFE management, & program management.

Stephen is originally from Yorkshire, Northern England and spent 10 years in the California Bay Area before relocating to Dallas, Texas in 2017. While Stephen has expertise assisting healthcare and pharmaceutical companies deliver highly complex and design intensive projects, he has also assisted private developers execute projects in ​the corporate office, mixed use and hospitality space. More recently​, he has specialized in assisting advanced technology companies deliver highly technical fast paced builds in mission critical markets.

 

Stephen holds a bachelor’s degree in Quantity Surveying and Commercial Management from The School of The Built Environment at Leeds Metropolitan University, United Kingdom. He is a certified and chartered member of The Royal Institution of Chartered Surveyors (RICS) which hold members accountable to promoting and enforcing the highest international standards in the valuation, management, and development of land, real estate, construction, infrastructure, and ethical industry practices.

Tyler Bailey
Principal

As Principal and Project Controls Director Tyler is responsible for SLS’s Global Cost & Schedule management team. Tyler’s primary focus is the development and implementation of cost and schedule management processes with the end goal of providing detailed reporting to project stakeholders. With over 11 years industry experience, Tyler has managed a variety of complex and challenging projects and more recently has focused on mission critical hyperscale developments for innovative technology clients domestically and internationally. Tyler’s leadership, communication and training skills are first class, and he prides himself on building high performing teams in fast paced, demanding project environments.

 

Tyler also has experience in all phases of the project lifecycle, from preconstruction to project management through closeout.  ​Tyler works with project teams to develop client-specific solutions for modern data driven complex builds.  His skill set includes detailed management and reporting of project cashflow, earned value measurement, quantity surveying, cost management, change management, and scheduling.  Tyler believes the management of project data is critical and setting up flexible measurement tools from the inception of a project is the best way to ensure its success.

 

Tyler is from Houston, Texas.  He attended Texas A&M University, where he received his bachelor’s degree (Gig Em’!).  Prior to joining SLS shortly after the company’s inception in 2019, Tyler had experience working as a technical vendor, general contractor, and subcontractor.  He is a member of multiple professional organizations and is recognized as an industry leader in the field of project controls and commercial cost management.

Dylan Swallow
Principal West Region

As Principal overseeing operations across the Western United States, Dylan is responsible for staffing and administering top tier project and construction management services across SLS's broad client base. He excels at identifying project priorities and establishing a structure to best drive those initiatives. He has led groups for both a best-in-class general contractor, and a Hyper scaling multi-national development firm, giving him a well-rounded understanding of the life cycle of a project and the ability to offer insight from all sides of the table. Dylan is a disciplined and resilient leader with an innate ability to coordinate complex endeavors with multiple stakeholders.


 

Dylan has spent a significant portion of his career leading front-end construction efforts in the commercial, life science and manufacturing sectors. In addition he possesses expertise in entitlement support, design management, permit and utility navigation, preconstruction and cross-party coordination. He identifies the clients needs, then curates the correct team of experts to align with the pre-determined strategic project agenda. He emphasizes cost-efficiency and consistently practices a first-principals approach as it pertains to development.


 

Dylan, is originally from Missoula, Montana, now heads our west-coast markets out of our San Francisco office. He received his Bachelor of Science Degree in Construction Management from California State University, Chico. In addition to his passion for his wife and two young children, he continues to stay involved in Industry related activities, always seeking to refine his technical understanding of building systems and the ever-evolving municipal building codes. Having executed successful construction projects in nearly all major west-coast markets he is a well-respected leader in the region.
